While it is true that the strength of the connection to the Hist varies between different Argonian tribes, it just breaks lore for the Hist to arbitrarily cast them all out. Given that they could do that, it doesn't make any sense that the Hist would cast out the Argonians the relationship between them is pretty much symbiotic now.

With that in mind, why would the Hist just cast out the Argonians? The Hist saw the Oblivion Crisis coming and psychically called the Argonians as a whole back to Black Marsh so that they could mount a counter-invasion when the Oblivion Gates started opening up. The Hist are so old that they were around before the et'Ada split into the Magnus Ge and the Ehlnofey, and they just might be et'Ada themselves if so, the Argonians aren't telling.
